This might bring some relief to commuters who have often been at the receiving end due to movement of dignitaries and other VVIPs. For the first time ahead of the Commonwealth Games, Delhi Police commissioner Y S Dadwal is said to have asked the special commissioner (traffic) to try and "categorize" VVIPs and VIPs so that the importance meted out to them can be "graded". Since such a move is likely to have wide political ramifications, senior officials refused to come on record. "The process has begun. However, it will take some time before we can work out all the modalities on ground," said a senior traffic cop at the police headquarters.
According to sources, it has been decided that the three most important political figures in the country — Prime Minister Manmohan Singh, President Pratibha Patil and Congress president Sonia Gandhi — will be allowed a thoroughfare, free of all traffic "hazards". "Traffic will be regulated along the entire route. The regulations will be put in place much before their respective cavalcades reach a particular point," said a senior officer. The police said the plan will be executed before the Commonwealth Games.
For all others, including cabinet ministers, CM Sheila Dikshit and senior Supreme Court judges, monitoring will be done at a different level. "We will continue to regulate the traffic, but it will be done at a more local level thus reducing the speed of some of these officials. However, VIPs will not get stuck in any traffic jam," said the official. In a first, the traffic cops have been advised not to allow even senior police officers — not even the commissioner — to pass through. "They will have to wait for the signal to turn green," added the official.
The officials said the idea was mooted after allegations that a VVIP's movement around Chandigarh's PGI hospital led to the death of a patient. "Delhi has huge volumes of traffic and holding up movement during peak hours leads to congestion. We began preparations and the field trials in the Shanti Van area have been on since Tuesday. It will become more challenging once we move towards the traffic jam-prone areas in New Delhi and South Delhi.
Also, preparing the list is a Herculian task, given its political implications," added the officer. Officials claimed such a plan was integral in ensuring the success of dedicated corridors meant for Commonwealth Games officials and athletes.

Delhi government forms committee to solve traffic woes

Keeping with a high court directive, the Delhi Government has formed a committee of experts to find ways to tackle the national capital's chaotic traffic.
The committee will also look into the environmental concerns raised by the capital's ever increasing traffic. The newly formed committee comprises 12 specialists and will start operating this month.
The move is being seen as the national capital's first major attempt to assess traffic- related problems.
Chief secretary Rakesh Mehta has been appointed as the head of the committee and the transport secretary will function as its member secretary.
Speaking to the media, Mehta said the committee will try to find means to minimise congestion, reduce pollution made by vehicles and ensure access to all classes of vehicles, including non-motorised clean transport like cyclerickshaws.
"We intend to identify all the commuting needs of the city in perspective ( and) reduce traffic congestion. We have to ensure that traveling become convenient for all. It's going to be a tough task but we are up to it," Mehta said.

Modern speed guns to check over-speeding at late hours

With traffic moving at a snail's pace during peak hours, night time is when many Delhiites like to live life in the fast lane. That means more accidents and consequently more headaches for the traffic police.
"Most of the hit and run accidents in Delhi take place in the night as several persons are in an inebriated condition and they indulge in rash driving which results in fatal accidents," said a senior police officer.
But now there's light at the end of the tunnel. Delhi traffic police is planning to procure 15 night vision speed radar guns to check over-speeding by night revellers. "We are doing a technology upgradation as the traffic police officials are ill-equipped to check violations during night time as most of these incidents happen at late hours," said the JCP (traffic) Satyendra Garg.
Meanwhile, country director of Institute for Transportation and Development Policy (ITDP), Nalin Sinha said that this move will help traffic police check violations and rash driving.
"It has been seen that most of the accidents and fatalities take place between 11 pm and 3 am, as also during peak hours. This move will help traffic police reduce the number of accidents on roads," said Sinha.
"But apart from this, police officials should install CCTV cameras at major black spots on Ring Road and Outer Ring Road which will help the police in law enforcement and control crime at these places," he added. Delhi has around 10 black spots (places where most number of accidents take place) and eight of them are on the Ring Road and the Outer Ring Road including areas like Ashram, ISBT and Narayana.

Stop stopping traffic for all VIPs, traffic police told

Traffic on the Capital's roads should not be stopped for giving clearance to VIP convoys other than those entitled to it as per the rules, the Delhi traffic policemen were recently reminded by their senior officers.
Restricted facility
The issue was taken up after the senior traffic police officers learnt that the staff on the ground had been extending this restricted facility to those who were not entitled to them. Accordingly, junior officers were briefed to go strictly by the book.
Confirming that the traffic staff had been briefed along these lines, Special Commissioner of Police (Traffic) Ajay Chaddha on Tuesday said rules were the same for all, including senior police officers. He said traffic clearance is extended to the President, the Prime Minister and up to a certain degree, the Vice-President. Certain foreign dignitaries on official visits, who enjoy such a status, are also extended the facility.
However, the traffic police facilitates the movement of other VIPs, including those who have been given Special Protection Group protection for security reasons.

With the Commonwealth Games approaching, the Delhi Traffic Police is set to give the process of issuing challans a cyber makeover.
The traffic police are acquiring unique e-challaning devices, which will be handed to all traffic officials in the Capital before the October event.
Initially, 2,000 e-challaning devices will be procured — one such equipment can store 412 violations under the Motor Vehicles Act in its memory and database will have information and details of over 75 lakh vehicle owners in Delhi.
The police have finally floated tenders to buy the devices, a year after it was decided to procure them. The traffic police also plan to enter into a partnership with the Delhi government in the Jeevan Project where challans can be paid at a government kiosk.
Senior officers of the Delhi Police said before the Games, the Traffic department will be fully tech-savvy. The device, officers added, would also help defaulters pay challans at the spot instead of heading to courts.
"The manual challaning process has a lot of limitations as documentation is tough and time-consuming. We hope to change this with the introduction of the e-device," Satyendra Garg, Joint Commissioner of Police (Traffic), said.
The bilingual challaning device can also identify a stolen or 'wanted' vehicle as soon as the registration number is entered. The device, officials said, would instantly mention the name of person, challans issued (if any), date of prosecution and other offences under the particular vehicle's records.
The software in the e-device will also identify unique ID numbers as and when implemented in the country.
Addressing security concerns, various provisions will be introduced in the system to make it foolproof. Officials said a traffic officer will not be able to edit or delete any information fed in the device. Moreover, senior traffic officers will be able to keep track of every device in the city through web-based access.
The device will also make it possible to generate a summary of daily, weekly or monthly challans collected, officials added.
What is an e-challan?
An electronic form of issuing challans, it replaces the manual challaning process. There is no need to appear in front of metropolitan magistrate after getting an e-challan as offenders can pay the fine amount online or at e-centres.

Traffic curbed neat Jawaharlal Nehru Stadium due to bowls championship

Traffic movement near Jawaharlal Nehru Stadium will be restricted from tomorrow for six days due to the national bowls championship being held here.
About 100 players from eight countries, including India, will participate in this event and elaborate arrangements have been made for parking and traffic circulation, pedestrians movement and control of the visitors for the event, a senior police official said.
Entry to the venue is not open to all, the official said adding, however, students from selected schools would be taken to the stadium to witness the games.
"There is likelihood of slowing down and congestion of traffic near the stadium and adjoining roads. Motorists are advised to cooperate and follow the directions of traffic police men posted there to avoid inconvenience," joint commissioner of police (Traffic) Satyendra Garg said.
The traffic circulation plan around the stadium will be one way-- entry from Bhisham Pitamah Marg side and exit on Lala Lajpat Rai Marg.
Road side parking of any vehicle on the Jawaharlal Nehru Marg from BP Marg to Lala Lajpat Rai Marg and SCOPE Complex to SAI side road will not be allowed.
No heavy vehicle will be allowed on the Jawaharlal Nehru Marg.
Bowls is a sport in which the goal is to roll slightly asymmetric balls, called bowls, closest to a smaller-normally white-bowl called the 'jack' or 'kitty'.
