Task force brainstorms on improving Delhi traffic

A special task force constituted to examine all aspects of city's traffic situation today brainstormed on how to improve vehicular movement in the national capital ahead of the Commonwealth Games.

The task force was formed by the city government as per direction of the High Court to explore the ways of reducing traffic congestion in the city.

The task force, comprising transport experts and officials of MCD, DDA, Delhi Police, at a meeting with Chief Secretary Rakesh Mehta, deliberated on various options to improve traffic flow in the city.

Various agencies related to transport sector like Delhi Integrated Multi-Modal Transmit System Ltd and RITES gave presentation in the meeting on ways to improve the traffic in the city.

The High Court in its order on February 10 had said the Task force will review all aspects pertaining to traffic flow and review all existing policies and regulatory measures.

Proposed lines under Ph-2 of Delhi Metro to be functional by Sept

All the proposed lines under Phase-II of the Delhi Metro will become functional by September and more trains could be expected on the routes that will connect the stadia during the Commonwealth Games, Delhi Metro Rail Corporation (DMRC) director (Electrical) Satish Kumar today said.

Talking to medaipersons at the Delhi Metro training institute here, Mr Kumar said, ''All the proposed lines under Phase-II will be functional by September.''

To a question about new plans of DMRC to meet demand of commuters during the Commonwealth Games, Mr Kumar said, ''Plans in Delhi Metro are made on a long-term basis and are not restricted to the Commonwealth Games, but still we are considering if we can operate more trains on the routes that will connect the stadia during the Games.''

The Metro training modules have evolved after consultation with Hong Kong and Singapore Metros. Methods such as role-playing and computer based training are adopted from these metros, he added.

After a bad day at office standing at a bus stop alongwith hundreds in anticipation of a bus isn't exactly the best way to end a day. Well, neither is honking aimlessly in choc-a-bloc traffic while you're expected at a meeting in office the best way to kickstart a day. So, to put an end to the woes of those, who are forced to travel in overcrowded buses at office hubs that are brimming in the evening and to ease traffic during rush hour by offering a viable solution to those, who commute by their car, DTC plans to start chartered buses from popular residential areas to office hubs.

Once implemented, it will relieve office-goers, who have to battle rush hour traffic and is also welcomed by those, who are forced to travel in buses on set routes, take multiple modes of transport or change buses to reach their workplace.

Ritika Pandit, HR executive, who commutes to work daily from Vasundhara to Sant Nagar, avers, "It might be a relief for people like me, who are forced to change buses and autos on their route to get to work everyday."

The transport department is finalising routes and feasibility quotient of implementing the plan, but it is clear that residential areas like Mayur Vihar, I.P. Extension and Rohini will be the emanation points while commercial hubs like Okhla, Nehru Place, Rajendra Place, C.G.O. and the likes will be where its services shall terminate.

Priyanka Thakkar, copywriter who commutes from Rajinder Nagar to Nehru Place by a private chartered bus, welcomes the move, but doubts whether it could help make Delhi's traffic any better. "DTC buses aren't really beneficial as these only run on selective routes. Chartered buses these days are actually more economical than normal DTC buses and above all there are plenty of DTC buses plying and it already is congested, so introducing more buses during office going hours would mean further trouble," she says.

Looked at as a move to ease rush hour traffic by offering those who travel in private cars a viable alternative it could instead end up adding buses into the melee. Palak Malik, who commutes from Pitampura to Jamia Nagar and changes three modes of transport — a rickshaw, Metro and autorickshaw, says, "It could possibly ease out the rush inside buses and in the Metro, but the traffic congestion might only increase with the multitude of buses."

She too believes that instead of cars it could lead to buses choking Delhi streets during rush hour.

Although this had been first propagated in January this year, the ambitious plan was on the backburner due to paucity of buses, and as this announcement coincides with the upcoming summer vacation of schools some wonder whether that is the reason why buses that otherwise ferry schoolchildren will be put to use.

Atul Sikka, a travel agent, raises doubts, saying, "DTC could finally be in a stage to put the schoolbuses to use in chartered services, no harm in that. But does it mean that come July when schools reopen the chartered services will again dwindle off?" Senior officials in the DTC confirm that the registration process for a fresh contingent of low-floor buses is on and these shall be commissioned as soon as impossible.

Over 10 lakh motorists fined in Delhi

Over ten lakh motorists were fined for bending traffic rules in the capital this year so far with red light jumping and improper parking topping the list at over 32 per cent of the total violations.

According to Delhi Police statistics, a total of 10,02,255 'challans' were issued this year till April 15. The number was, however, a 25 per cent decline compared to the corresponding period last year.

Red light jumping topped the list of violations with 1,77,514 challans followed by improper parking with 1,48,342 prosecutions.

There was a decrease in the number of 'challans' in these heads compared to the same period in the last year. Last year, 1.90 lakh motorists were challaned for red light jumping during this period while the figure was 1.79 lakh for improper parking.

Delhi Police wants all major Delhi markets to be closed on the opening and closing days of the Commonwealth Games 2010. The opening ceremony of the 11-day sporting extravaganza will be held on October 3 and the closing ceremony will be held on October 14, both at the Jawaharlal Nehru Stadium.

The list of markets which the cops want shut on those two days include Khan Market, Chandni Chowk, Sarojini Nagar, Connaught Place, Greater Kailash, Karol Bagh, Lajpat Nagar, Rajouri Garden, and others which are popular with foreign nationals.

The move comes days after the US, UK and Australia issued advisories warning their citizens about possible terror attacks in the capital in areas frequented by foreigners.

The Delhi Police advisory was sent to various market associations, with the cops asking shop owners to help manage the mega event. Delhi Police spokesperson Rajan Bhagat said, ''We have asked the market associations for their support as that will help Delhi Police manage the Games and manpower can then be utilized in other places."

Another senior officer of Delhi Police said the closure of the markets will reduce the burden of law and order on Delhi Police. There will be less traffic and we will be able to focus on security for the Games.

Since it is an 11-day sporting event, our resources will be exhausted. The markets can stay open on their weekly offs in lieu of the days they are being asked to shut down," said an officer. The opening ceremony will take place on October 3, a Sunday, while the closing ceremony will be held on October 14, which is a Thursday and which is likely to be declared a national holiday by the government.

A shopkeeper from Connaught Place said, ''Who will bear our losses? Delhi Police wants the entire city to stay inside their houses so they can provide security for Games."

President of Khan Market Association, Sanjeev Mehra, however, said, ''We will cooperate with the police. It's a question of national honour and we want to extend our support. All shopkeepers will follow the advisory. Sales will suffer but there was no need for the police to use coercion when asking for markets to be shut down ."

250 cops fined for traffic violations

About 250 policemen and 11 police vehicles have been fined for traffic violations till mid-April this year, Delhi Police Commissioner Y.S. Dadwal said Friday.

Replying to claims by the media that several policemen could be seen breaking traffic rules, he said: 'We challan (fine) anyone breaking the rules and I personally do not break traffic rules. I believe 250 policemen have been challaned this year till April 15.'

Delhi Police spokesman Rajan Bhagat said 3,684 policemen were fined and 657 police vehicles prosecuted for violating traffic rules in 2009.

A fleet of 35 vehicles fitted with latest gadgets and GPS systems was today unveiled by Delhi Transport Department to catch those flouting traffic rules and ensure discipline on the roads ahead of the Commonwealth Games.

The specially designed vehicles, having Global Positioning System (GPS), high-resolution camera, pollution checking device, onboard computer system with card reader facility were flagged off by Chief Minister Sheila Dikshit.

Described as a "red signal" for violators on roads by Dikshit, the unique vehicles will primarily keep a hawk eye on all types of traffic and punish those found flouting the rules.

"It is a significant step to contain incidents of over-speeding and accidents and will go a long way in strict enforcement of various provisions of the Motor Vehicle Act and book offenders," Dikshit said.

ISBT Kashmere Gate to get a facelift ahead of Games

The Delhi Government's Expenditure Finance Committee on Thursday gave its nod for two projects of the Transport Department worth Rs.86.83 crore at a meeting chaired by Chief Minister Sheila Dikshit and attended by Finance Minister A.K. Walia and Transport Minister Arvinder Singh Lovely among others.

While one of the projects involves giving a facelift to ISBT Kashmere Gate, the other pertains to constructing a semi-permanent building at a DTC parking lot for Commonwealth Games that is coming up near Indraprastha Power Station on Ring Road. Following the meeting, Ms. Dikshit said in view of the Commonwealth Games it has been decided to give a facelift to Kashmere Gate ISBT. The first phase of the project would be taken up immediately and would be completed by September 2010 at a cost of Rs.74.16 crore.

As a large number of passengers would be using ISBT Kashmere Gate during the Commonwealth Games, the need was felt to upgrade the existing facilities there. As part of the first phase of the facelift, the funds would be utilised towards civil work, sanitation, modern water supply system, fire-fighting, solar lighting and power management.

The Committee also sanctioned Rs.12.67 crore for construction of a semi-permanent building at the DTC parking lot for the Commonwealth Games that is coming up on the fly-ash pond near the IP Power Station on Ring Road.

The meeting was informed that the construction of the parking project is under way and the new semi-permanent structure would be used for providing other facilities. Since this parking site is located between the Commonwealth Games Village on the banks of the Yamuna and the Jawaharlal Nehru Stadium, the main venue for the Games, it would be used for parking buses that would be used for ferrying the players and officials to and from these two Games venues.

ASI opposes walkway within regulated area of Old Fort

The much-touted hanging foot overbridge coming up on Mathura Road-Bhairon Road near Purana Qila for the Commonwealth Games  has run into a roadblock after the Archaeological Survey of India (ASI) opposed its construction.

The ASI has issued a notice to the Delhi Integrated Multi-modal Transit Service (DIMTS), a special purpose vehicle created by the Delhi government to implement its transport schemes for the Games, to stop work as the site falls within the regulated area of Purana Qila, a Centrally protected monument.

A new amendment in the Ancient Monuments and Archaeological Sites and Remains (Amendment and Validation) Act 2010 states 'any person who owns any building, structure or land in a regulated area and desires to carry out any construction, repair or renovation' has to make an application to the National Monuments Authority (NMA). The regulated area of a protected monument extends up to 300 m - the first 100 m is the prohibited area, while the remaining 200 m is the regulated area.

ASI officials maintained that a notice was sent earlier to the DIMTS to stop construction but the body refused. The ASI then pasted a copy of the notice at the site. Construction, however, has not stopped.

The NMA is, meanwhile, yet to be instituted. The body will comprise a 'whole-time' chairperson (to be appointed by the President), the Director General of ASI as ex-officio member and other full-time and part-time members (not exceeding five each).

"We have received the notice and are examining it. We will have to see what it implies, only then can we respond. Work at the site has not been stopped yet," a DIMTS spokesperson said.

DIMTS had taken up the work for the Public Works Department (PWD) and planned landscaping and installing of street furniture in the area. The walkway is being constructed to link Major Dhyan Chand Stadium, a Commonwealth Games venue, to the parking area at Purana Qila. According to DIMTS, the walkway is the largest single-span bridge — a hanging bridge without any support in the middle — in the city and is specially designed to allow a good view of the Purana Qila.

The Rs 3.53-crore project will be able to accommodate 5,000 users per hour, against the usual capacity of 1,000 people per day for a normal foot overbridge.

Full marks to Delhi Traffic Police for minimising traffic snarl-ups caused due to the large turnout of BJP activists for the rally on Wednesday. Fine coordination between the organisers and traffic police helped clearing the roads in less than one hour after the rally was over.

The BJP rally though slowed down the traffic in some Central Delhi areas, but the party activists were not allowed to go berserk on the streets. Traffic police personnel, including the senior officials, in coordination with the organizers kept a constant vigil over the situation to ensure smooth flow of traffic. However, traffic congestion was reported from Rajghat, Connaught Place and Jantar Mantar, but for a short period of time.

Special Commissioner of Police (Traffic) Ajay Chadha said there was an excellent coordination between the police and the organisers. "The advisory was issued in advance that helped managing the traffic movement as lesser number of motorists came to the roads", he said adding that the acted in a controlled manner. Chadha said that the activists were allowed to park their buses and other vehicles at designated parking lots in order to avert any probable traffic obstruction on the roads. He, however, admitted that traffic snarls were from Ring Road as the number of vehicles brought by them was very large.

"Vehicular movement was affected at Rajghat, Jawaharlal Nehru Marg, Barakhamba Road, Kasturba Gandhi Marg and Janpath," the official added. Mandi House and surrounding areas also witnessed traffic jam, though the flow became normal soon. The movement to New Delhi Railway Station from Ramlila Maidan was also affected. According to traffic department, diversions imposed on some of the routes in the city resulted in heavy volume of traffic on Ring Road and Mathura Road. Traffic congestion was reported from Parliament Street, Asoka Road, Barakhamba Road, Tolstoy Marg and Sikandara Road but the traf fic flow soon returned to normalcy. However, the worst hit from jam was the Ring Road and Mathura Road where traffic congestion was reported during the evening peak hours due to the dispersal of the buses brought by the activists. Around 300 traffic policemen were deployed on the rally route from Ramlila Maidan to Jantar Mantar to ensure that traffic is properly regulated. Goods vehicles entering the city were diverted at Wazirabad TPoint, Chandagi R am Akhara, ISBT L oop of Shahdara, Laxmi Nagar, ISBT Yamuna River Bridge, Nizamuddin Bridge and Neela Gumbad in Nizamuddin, he said. Buses were also diverted at various places. No buses including chartered buses were allowed on Ranjit Singh Marg towards Gurunanak Chowk from Barakhamba side. To ensure security, a large number of personnel from Delhi Police as well as paramilitary were deployed.

Traffic hit hard by rally

 Traffic movement in Central Delhi was hit on Wednesday because of the BJP's protest rally against rising prices, causing a great deal of inconvenience to a large number of commuters.

Traffic congestion was reported at and around Parliament Street, Ashoka Road, Barakhamba Road, Tolstoy Marg and Sikandra Road during the first half of the day. Vehicular movement was worst hit on Ring Road, Mathura Road, Tilak Marg, Bahadurshah Zafar Marg, Jawaharlal Nehru Marg, Asaf Ali Road, Netaji Subhas Marg and Ranjit Singh Marg. Traffic movement from ISBT to ITO was also affected.

Officer-goer Reena Ray said: "Since I travel by a chartered bus from Nizamuddin to my office on Parliament Street, I took leave anticipating the traffic mess. I would never have been able to reach office in time."

Another commuter, Trilok Nath, said: "When I reached Parliament Street around 2 p.m., the entire road was cordoned off from all sides so I had to walk from Regal Cinema to the State Bank of India where I had some work. Though the distance was not much, the heat made the walk unbearable."

Around 300 traffic policemen were deployed on the rally route from Ramlila Maidan to Jantar Mantar to ensure that traffic was properly regulated.

Diverted

Commercial vehicles entering the city were diverted at Wazirabad T-Point, Chandagi Ram Akhara, Laxmi Nagar, ISBT Yamuna bridge, Nizamuddin bridge and Neela Gumbad in Nizamuddin. Buses were also being diverted at various places.

No buses including chartered buses were allowed on Ranjit Singh Marg towards Guru Nanak Chowk from Barakhamba side.

Joint Commissioner of Police (Traffic) Satyendra Garg said: "Traffic management during the rally was largely smooth. There was a bit of slowing down of vehicles at some important points in the route but there was hardly any dislocation anywhere. Only at the time of dispersal of the rally, due to limited route for exit of people from the Ramlila grounds, there was congestion on Ring Road affecting movement from ITO to Shanti Van. Barring this stretch, traffic was normal on Ring Road."

"Apart from two main diversions from Raj Ghat to Ramlila Ground and from Ramlila Ground to Jantar Mantar, there was no diversion for normal traffic. However, precautionary traffic diversion for buses and commercial vehicles were put in place. At the time of dispersal of the rally, traffic restrictions were also put on Ranjit Singh flyover, Tolstoy Marg and Jantar Mantar," he added.

Massive crackdown on overloaded trucks and commercial vehicles in Delhi

Every once in a while, you must have come across a truck with its cargo of iron rods protruding out tantalisingly. And you pray for that someone who happens to get too close.

But a recent accident involving two Ivory Coast students seems to have changed things around. The traffic police are set to launch a massive drive against commercial vehicles that are overloaded and obstruct traffic or do not have proper signages while plying in the capital.

According to a source, in the first four months of the year till April 15, a total of 54,694 offenders had been booked for violating various traffic rules while using goods-laden commercial vehicles. In the last fortnight alone, the traffic police have challaned 8494 offenders in the city. Those vehicles, which carry goods above the permissible height or width and obstruct traffic, would be fined. 

"The enormous number of people we have challaned in the first four months of this year was done during routine traffic checks. In a few days our men will be in the field especially to keep an eye out and take action against commercial vehicles. Many vehicles which carry iron rods ply on the city roads during the night," said a police source.

Speaking to MiD DAY, Satyendra Garg, Joint Commissioner of Police (Traffic) said, "Seeing the intensity of the recent accident there will be a heavy crackdown on the commercial vehicles violating rules. We hope this will solve the menace of traffic problems and avoid any untoward incidents."

Deep impact
Ouattara Adam (22) and Cheick (21), who suffered injuries after their car collided with a track laden with iron rods, are presently undergoing treatment in AIIMS and condition of Adam is stated to be critical but stable. "Doctors at AIIMS performed a successful surgery on Adam but his condition is still critical. He had suffered injuries to his liver and other vital organs as iron rods had pierced his body. Doctors said that they will be able to comment on his recovery after one week.

Delhi Chief Minister Sheila Dikshit today inaugurated three upgradation works on Delhi-Rohtak Road on National Highway-10 from Punjabi Bagh to Tikri Border. Addressing a gathering after inaugurating works at Nangloi near Maharaja Surajmal Stadium, Ms Dikshit said with the completion of these three works, all roads connecting neighbouring states will become more smooth and excellent.

NH-10 is a major highway for traffic going towards Rohtak, Hissar, and Bhiwani in Haryana and Fazilka in Punjab. It caters to a large number of heavy and light vehicles. Speaking at the function, where Delhi PWD Minister Raj Kumar Chauhan and a number of MLAs were also present, Ms Dikshit further stated that the PWD has been undertaking strengthening and upgradation of all major roads leading to the Capital city from the neighbouring states. This is being undertaken on a priority basis, keeping in view the ensuing Commonwealth Games. Under this project, widening of Delhi-Rohtak Road from six-seven lanes to eight lanes from Punjabi Bagh to Mundka i.e. road length of 11.7 km, strengthening of Delhi-Rohtak Road from Mundka to Tikri Border i.e. road length of 5 km and construction of service road, drain and strengthening of existing service road from Punjabi Bagh to Tikri Border i.e. length of 17 km is to be completed. The stretch of NH-10, which was earlier handed over to the DMRC in July, 2006 for construction of Inderlok-Mundka elevated Metro corridor, has been taken over back by the PWD in November, 2009 and upgradation has been planned to be executed on a war-footing. Ms Dikshit added that the upgradation of 17 km-long road will provide a safe and smooth passage to the inter-state traffic.

The Chief Minister added that the existing width of main carriageway of NH-10 from Punjabi Bagh to Mundka varies from six to seven lanes. Keeping in view the increasing traffic and importance of this road, it has been decided to widen this to eight lanes within the Capital city. Widening work from Mundka to further Tikri Border has already been completed. The existing carriageway on 11.7 km long road will also be strengthened as the road surface became uneven. The last carpeting was done seven years back. An amount of Rs 52.87 crore has been released for this purpose. Keeping in view the importance of the Commonwealth Games, widening of roads along with improvement of footpath from Punjabi Bagh to Peeragarhi along with strengthening of road in the complete stretch from Punjabi Bagh to Mundka will be completed before the Games.

She said the work of strengthening of Delhi-Rohtak Road from Mundka to Tikri Border with road length of 5 km will be completed by July.

Carpeting of existing carriageway from Mundka to Tikri Border was taken up seven years back. An amount of Rs 11.53 crore has been sanctioned for this purpose. Mr Chauhan stated that entire 450 km-long PWD road in Delhi is being strengthened and upgraded with special stress on roads leading to Delhi. Apart from this, a comprehensive project of greenery underneath the flyovers and street-scaping has also been taken up keeping in view the Commonwealth Games. The PWD is striving hard to present a more developed, green and modern infrastructure during the Games. The quality of work of PWD is being appreciated even by the foreign visitors and sports administrators. It has completed three stadia which have proved to be of international standards as trial competitions have already been organised successfully.

Facing severe financial crunch due to huge spending on the Commonwealth Games  projects, Delhi government today said it will not be able to allocate required funds for the third phase of the Metro network.

Finance minister AK Walia said instead of the city government, the cash-rich Delhi Development Authority should contribute financial resources for expansion of third phase of Metro network.

"We have written to the DDA for funding the third phase of the Metro network. They are earning a lot of money by selling and developing land in the city. They should share their financial resources for expansion of Metro," Walia told reporters.

The DMRC plans to start the construction work on Phase-III by the end of 2010. In Phase-III, the DMRC envisages connecting Jahangirpur with Sarai Kale Khan ISBT, Dilshad Garden with Ghaziabad ISBT, Airport link-Sushant Lok (Gurgaon), Mundka-Delhi border-Bahadurgarh, Badarpur-YMCA chowk and Gurgaon.

Walia said Delhi's contribution for the third phase of the Metro expansion has been estimated at Rs558 crore in the year 2010-11 and Rs2119.50 crore in 2011-12.
The Union Urban Development Ministry had told Delhi that the Centre will contribute half of the total project cost while Delhi government will have to cough up the other half.

The minister said Delhi government would pay its outstanding share of Rs1,417 crore for the completion of the second phase of the network.

Last year, Delhi government had sanctioned Rs3 crore for the preparation of detailed project report (DPR) of the third phase of the Metro network.

Delhi government is going through financial difficulties especially after the Centre substantially curtailed allocation to it in the Union Budget.

And you thought you know all the rules of traffic just because you hold a driving licence! The road ahead is full of bumps for Delhiites to whom breaking traffic rules has become second nature.

The Capital's residents holding valid driving licences registered in the state will be in for a surprise check of their knowledge about traffic laws and driving rules in the coming days.

After endless challans , traffic-awareness initiatives and advertisements, the Delhi Traffic Police recently came up with the idea to correct - hopefully - the common flaw with city motorists: little knowledge about traffic rules.

Every few days, a draw of sorts of motor vehicle licence holders will be conducted.

Whoever's name is picked, he or she will be called in for a surprise test.

In the test, the licence holders will have to answer some of the most basic questions related to the Motor Vehicle Act and other road safety laws, his or her general awareness about the traffic laws while driving and possible reaction to different traffic scenarios.

The aim is to "re-ascertain whether the licence holder is aware of the rules". The traffic police made the suggestion last month to the transport department, which issues licences.

Sources in the Delhi Police attributed the move to a very high number of traffic offences in the last one year.

Drivers weren't even aware of the basic laws.

For example, 1.69 lakh people were challaned in 2009 for defective number plates.

For improper parking, 6.43 lakh people were challaned in 2009, a jump of more than 89 per cent from 2008.

"In part, this increase in the number of challans is also because of our increased vigil on the road. But in most instances, we had to explain to the driver how he was offending the law and what the law asked of him. All these things should have been clear to him even before he got the licence in hand," the officer said.

In fact, the motorists' sheer contempt for and lack of awareness of the Motor Vehicle Act, especially Section 185 that deals with drunken driving, not only have led to serious road accidents but also resulted in more than 12,000 challans being issued in 2009.

"Our most serious recommendation to the transport department is to verify the licence holder's knowledge about the provisions of the Act.

Once that is taken care of, it should greatly help in improving the traffic situation in the Capital," the officer added.

In 2009, the traffic police recommended disqualifying over 1,760 driving licences issued by the transport department for violations of provisions of the Act.

So what would happen to the licence holder in case he flunks the "surprise test"? The police's letter doesn't give any particular suggestions.

But officers said perhaps the persons could be recommended for a "refresher course or their licences put on ' notice', whichever is considered more appropriate by the transport department." Transport department commissioner R. K. Verma denied knowledge of the traffic police communication.

"I am not aware of any such communication," he said.

Intelligent parking at Connaught Place

The parking lot at Baba Kharak Singh Marg will be the first multi-level parking project to be completed before the Commonwealth Games.

The New Delhi Municipal Council (NDMC) had awarded the work to DLF on a build-operate-transfer (BOT) basis. The firm will make revenue through advertisements and by using 25 per cent of the building for commercial purposes.

This parking lot will address the parking woes of Connaught Place and surrounding areas. The NDMC is building a similar parking lot in Sarojini Nagar with a capacity of 824 cars.

This, too, shall earn revenue for the firm from advertisements and by using 25 per cent of the space for commercial purposes.

Delhi has more than 60 lakh vehicles and nearly 1,000 new vehicles are added to this number daily.

In the past seven years, the MCD, supposed to come up with 14 multi-level parking lots, has managed to start work on one site—in Kamla Nagar. In 2003, the MCD had announced the construction of 16 automated multi-level car parks. However, only 14 have got the go-ahead.

These multi-level parking lots are to come up in areas such as South Extension I and II, Defence Colony, Greater Kailash I and II, Karol Bagh, Shastri Park, Lajpat Nagar, Kirti Nagar among others.

The MCD is now claiming that these parking projects are not linked to the Games. "These parking lots are not linked to the Games and work on the automatic parking lots will start soon," said Deep Mathur, director press and information, MCD.

Apart from the fully automatic parking lots, the civic agency has planned to make 21 conventional multi-level parking lots, too. "We are also constructing two stack parking lots at Paharganj and Karol Bagh. The parking lot being at Jawahar Lal Nehru stadium is the only one which has a deadline of Games," added Mathur.

The situation has been made grim by the fact that the MCD has also still not identified parking space along the 2,813 commercial and mixed land use stretches as per the provisions of MPD-2021.

Delhi Police initially left out of new panel; govt admits slip-up, says 'clerical error'

The Delhi Cabinet on Monday brought into force a nodal body that will now call the shots on all decisions taken on Delhi's transport, road and traffic concerns.

The new formation, called the Delhi Urban Mass Transit Authority or DUMTA, has an ambitious 'to do' list. It will prepare a masterplan for the development and management of public and mass transit infrastructure. It also hopes to make public transport the first choice of people and enforce an integrated fare mechanism across all modes of transport.

The agency will position the taxi as a high-end service and will be in-charge of all policies and regulations, including those on parking, road safety and on traffic infrastructure based on advanced technology — like the video-based intersection management.

The DUMTA Bill, 2010, which the Cabinet cleared on Monday, also lays down the composition of this authority. It will have 11 members representing all civic agencies in the Capital. The body's chairperson will be the chief minister.

Surprisingly, however, the first DUMTA team has no representative from a strong player in the traffic business — the Delhi Police or the Delhi Traffic Police, the executive agency responsible for implementing all traffic rules in the Capital.

Though the government later switched onto fire-fighting gear, and dismissed the 'omission' as a "clerical error", sources said there could have been good reason in keeping the police out.

Chief Minister Sheila Dikshit has for long demanded partial control of the traffic police, her rationale being the 'lack' of coordination between the Transport department, the traffic police and other civic agencies.

Reacting to her demands, Home Minister P Chidambaram had asked the government to form an authority to handle all transport-related issues. And therefore, the DUMTA.

But Chief Secretary Rakesh Mehta was vehement in the government's defence. "The mistake was noticed by the chief minister during the Cabinet meeting. It was an inordinate error by the Transport department and has been corrected."

It is not clear though whether the list of DUMTA members will increase to accommodate the Delhi Police or whether one of the existing members will be dropped.

Transport Minister Arvinder Singh Lovely too dismissed it as a "clerical omission that had been corrected". "The special commissioner (Traffic) will be on the team," he said.

The Traffic Police chose not to react. Special Commissioner Ajay Chadha said: "We shall react when we get to know about the decision officially."

According to the Bill presented before the Cabinet on Monday, the 11 DUMTA members are the chief minister as chairperson, the Transport minister, the chief secretary, the managing directors of the Delhi Metro Rail Corporation and the Delhi Transport Corporation, the chairperson of NDMC, the commissioner of the municipal corporation, the commissioner (Planning) of the Delhi Development Authority, the principal secretary of the Urban Development ministry and two experts in urban transportation.

The principal secretary, Transport, will be the member secretary of DUMTA.

Now, VIPs won't hold up traffic

This might bring some relief to commuters who have often been at the receiving end due to movement of dignitaries and other VVIPs. For the first time ahead of the Commonwealth Games, Delhi Police commissioner Y S Dadwal is said to have asked the special commissioner (traffic) to try and "categorize" VVIPs and VIPs so that the importance meted out to them can be "graded". Since such a move is likely to have wide political ramifications, senior officials refused to come on record. "The process has begun. However, it will take some time before we can work out all the modalities on ground," said a senior traffic cop at the police headquarters.

According to sources, it has been decided that the three most important political figures in the country — Prime Minister Manmohan Singh, President Pratibha Patil and Congress president Sonia Gandhi — will be allowed a thoroughfare, free of all traffic "hazards". "Traffic will be regulated along the entire route. The regulations will be put in place much before their respective cavalcades reach a particular point," said a senior officer. The police said the plan will be executed before the Commonwealth Games.

For all others, including cabinet ministers, CM Sheila Dikshit and senior Supreme Court judges, monitoring will be done at a different level. "We will continue to regulate the traffic, but it will be done at a more local level thus reducing the speed of some of these officials. However, VIPs will not get stuck in any traffic jam," said the official. In a first, the traffic cops have been advised not to allow even senior police officers — not even the commissioner — to pass through. "They will have to wait for the signal to turn green," added the official.

The officials said the idea was mooted after allegations that a VVIP's movement around Chandigarh's PGI hospital led to the death of a patient. "Delhi has huge volumes of traffic and holding up movement during peak hours leads to congestion. We began preparations and the field trials in the Shanti Van area have been on since Tuesday. It will become more challenging once we move towards the traffic jam-prone areas in New Delhi and South Delhi.

Also, preparing the list is a Herculian task, given its political implications," added the officer. Officials claimed such a plan was integral in ensuring the success of dedicated corridors meant for Commonwealth Games officials and athletes.

Delhi government forms committee to solve traffic woes

Keeping with a high court directive, the Delhi Government has formed a committee of experts to find ways to tackle the national capital's chaotic traffic.

The committee will also look into the environmental concerns raised by the capital's ever increasing traffic. The newly formed committee comprises 12 specialists and will start operating this month.

The move is being seen as the national capital's first major attempt to assess traffic- related problems.

Chief secretary Rakesh Mehta has been appointed as the head of the committee and the transport secretary will function as its member secretary.

Speaking to the media, Mehta said the committee will try to find means to minimise congestion, reduce pollution made by vehicles and ensure access to all classes of vehicles, including non-motorised clean transport like cyclerickshaws.

"We intend to identify all the commuting needs of the city in perspective ( and) reduce traffic congestion. We have to ensure that traveling become convenient for all. It's going to be a tough task but we are up to it," Mehta said.

A Delhi High Court bench comprising justices A. P. Shah, S. Ravindra Bhat and S. Muralidhar had asked the Delhi government to form this committee in February. The ruling came after a PIL filed by the NGOs, Manushi and Initiative Transportation and Development, who challenged the limit set by the government for issuing licences and zones for cycle rickshaws

Modern speed guns to check over-speeding at late hours

With traffic moving at a snail's pace during peak hours, night time is when many Delhiites like to live life in the fast lane. That means more accidents and consequently more headaches for the traffic police.

"Most of the hit and run accidents in Delhi take place in the night as several persons are in an inebriated condition and they indulge in rash driving which results in fatal accidents," said a senior police officer.

But now there's light at the end of the tunnel. Delhi traffic police is planning to procure 15 night vision speed radar guns to check over-speeding by night revellers. "We are doing a technology upgradation as the traffic police officials are ill-equipped to check violations during night time as most of these incidents happen at late hours," said the JCP (traffic) Satyendra Garg.

Meanwhile, country director of Institute for Transportation and Development Policy (ITDP), Nalin Sinha said that this move will help traffic police check violations and rash driving.

"It has been seen that most of the accidents and fatalities take place between 11 pm and 3 am, as also during peak hours. This move will help traffic police reduce the number of accidents on roads," said Sinha.

"But apart from this, police officials should install CCTV cameras at major black spots on Ring Road and Outer Ring Road which will help the police in law enforcement and control crime at these places," he added. Delhi has around 10 black spots (places where most number of accidents take place) and eight of them are on the Ring Road and the Outer Ring Road including areas like Ashram, ISBT and Narayana.

Stop stopping traffic for all VIPs, traffic police told

Traffic on the Capital's roads should not be stopped for giving clearance to VIP convoys other than those entitled to it as per the rules, the Delhi traffic policemen were recently reminded by their senior officers.

Restricted facility

The issue was taken up after the senior traffic police officers learnt that the staff on the ground had been extending this restricted facility to those who were not entitled to them. Accordingly, junior officers were briefed to go strictly by the book.

Confirming that the traffic staff had been briefed along these lines, Special Commissioner of Police (Traffic) Ajay Chaddha on Tuesday said rules were the same for all, including senior police officers. He said traffic clearance is extended to the President, the Prime Minister and up to a certain degree, the Vice-President. Certain foreign dignitaries on official visits, who enjoy such a status, are also extended the facility.

However, the traffic police facilitates the movement of other VIPs, including those who have been given Special Protection Group protection for security reasons.

Initially, 2,000 e-challaning devices will be procured — one such equipment can store 412 violations under the Motor Vehicles Act in its memory and database will have information and details of over 75 lakh vehicle owners in Delhi.

The police have finally floated tenders to buy the devices, a year after it was decided to procure them. The traffic police also plan to enter into a partnership with the Delhi government in the Jeevan Project where challans can be paid at a government kiosk.

Senior officers of the Delhi Police said before the Games, the Traffic department will be fully tech-savvy. The device, officers added, would also help defaulters pay challans at the spot instead of heading to courts.

"The manual challaning process has a lot of limitations as documentation is tough and time-consuming. We hope to change this with the introduction of the e-device," Satyendra Garg, Joint Commissioner of Police (Traffic), said.

The bilingual challaning device can also identify a stolen or 'wanted' vehicle as soon as the registration number is entered. The device, officials said, would instantly mention the name of person, challans issued (if any), date of prosecution and other offences under the particular vehicle's records.

The software in the e-device will also identify unique ID numbers as and when implemented in the country.

Addressing security concerns, various provisions will be introduced in the system to make it foolproof. Officials said a traffic officer will not be able to edit or delete any information fed in the device. Moreover, senior traffic officers will be able to keep track of every device in the city through web-based access.

The device will also make it possible to generate a summary of daily, weekly or monthly challans collected, officials added.

What is an e-challan?
An electronic form of issuing challans, it replaces the manual challaning process. There is no need to appear in front of metropolitan magistrate after getting an e-challan as offenders can pay the fine amount online or at e-centres.

Traffic movement near Jawaharlal Nehru Stadium will be restricted from tomorrow for six days due to the national bowls championship being held here.

About 100 players from eight countries, including India, will participate in this event and elaborate arrangements have been made for parking and traffic circulation, pedestrians movement and control of the visitors for the event, a senior police official said.

Entry to the venue is not open to all, the official said adding, however, students from selected schools would be taken to the stadium to witness the games.

"There is likelihood of slowing down and congestion of traffic near the stadium and adjoining roads. Motorists are advised to cooperate and follow the directions of traffic police men posted there to avoid inconvenience," joint commissioner of police (Traffic) Satyendra Garg said.

The traffic circulation plan around the stadium will be one way-- entry from Bhisham Pitamah Marg side and exit on Lala Lajpat Rai Marg.

Road side parking of any vehicle on the Jawaharlal Nehru Marg from BP Marg to Lala Lajpat Rai Marg and SCOPE Complex to SAI side road will not be allowed.

No heavy vehicle will be allowed on the Jawaharlal Nehru Marg.

Bowls is a sport in which the goal is to roll slightly asymmetric balls, called bowls, closest to a smaller-normally white-bowl called the 'jack' or 'kitty'.
